Mobile phone network Three has hired a new legal chief for its competition and regulatory arm from rival operator Everything Everywhere.
Xavier Mooyart, who was regulatory counsel at Everything Everywhere, will now provide legal counsel around Three’s response to Ofcom’s upcoming consultation on mobile spectrum auctions.
Three general counsel and director of regulatory affairs Stephen Lerner said: “Xavier joins us at a critical moment for Three in regulatory terms. The outcome of Ofcom’s work into mobile termination rates and mobile spectrum allocation will define the shape of the mobile industry in years to come.”
Earlier this year, Ofcom announced an obligatory 80 per cent cut to termination rates over the next four years, a move that was warmly welcomed by Three, for which Lerner was a key lobbyist on the issue (28 March 2011).
Prior to going in house with T-Mobile, ahead of the merger with Orange that created Everything Everywhere, Mooyart had been an associate at Linklaters.
Everything Everywhere finalised its post-merger legal team in February with three high-level appointees to top roles from both the Orange and T-Mobile sides (28 February 2011).
