Cookies are small text files placed by a website server on the user’s terminal device when visiting a website. They can be used for several purposes, and especially for targeted advertising and marketing. Concerned about users’ privacy and fearing online tracking of individuals, the European Union has issued, in 2009, new regulations reinforcing the protection of personal data and privacy, especially in relation to the use of cookies. These regulations have been implemented in Luxembourg by the law of 28 July 2011 but many website operators are still unaware of them. This briefing discusses some key elements for the successful use of cookies for ecommerce players who have chosen Luxembourg as a host for their online platform.
