This year’s Queen’s Speech was as noteworthy for what it did not contain as its contents. The legislative themes are controlling immigration and promoting growth, in part through the government’s commitment in authorising the first phase of the High Speed 2 (HS2) project. Debate in Parliament, however, has been as much to do with omissions from the legislative programme.

Opposition Leader Ed Miliband suggested, in the debate which followed the Queen’s Speech, that minimum alcohol pricing, cigarette packaging and lobbying measures have all been dropped because of the twin threats from UKIP and UKIP sympathetic Conservative backbenchers. Miliband warned the Prime Minister: “The lesson for the Prime Minister is that you cannot out-Farage Farage”…
