Review of European waste management targets

The European Commission has launched a much-anticipated consultation on the future of Europe’s legally binding waste and recycling targets. The comprehensive consultation, which opened on 4 June 2013, is the first phase of the commission’s review of recycling targets. The second phase will consider the impact of the preferred options that emerge from phase one. A range of stakeholders have been invited to participate in the consultation, including not-for-profit or academic organisations, industry, public authority representatives and members of the public.

Contributions can be submitted to the consultation until 10 September 2013.

The rationale behind the consultation is twofold: provisions in the Waste Framework Directive 2008, the Landfill Directive 1999 and the Packaging Waste Directive 1994 place legal requirements on the European Commission to review the targets by 2014; and the commission seeks to align the targets with the aspirations set out in the Resource Efficiency Roadmap (published in 2011) and invites views on whether there is a need to change these targets in line with the 2011 Roadmap…
