The Victorian government has released its long-awaited Unsolicited Proposal Guideline. The guideline provides a framework for the government’s assessment and implementation of infrastructure proposals that originate directly from the private sector.
Under the guideline, an ‘unsolicited proposal’ is one where a private party directly approaches the government to build infrastructure or to provide services. The guideline also applies to proposals made by a private party that is initially approached by the government to deliver a proposal.
