The National Association for the Care and Resettlement of Offenders has published an alternative white paper on crime. Prevention, Restoration and Reintegration argues that crime prevention should become a priority and custody seen as a last resort. It proposes an expansion of crime prevention initiatives, reintegration schemes and restoration projects which enable offenders to make amends to their victims and the community. Acting director general Helen Edwards said: “The millions of pounds that are being directed towards locking more people up would be much better used to fund crime prevention.”
