Clifford Chance has raided the Financial Services Authority (FSA) to hire Carlos Conceicao, one of the UK’s leading regulatory enforcement lawyers.
Conceicao will join the magic circle firm as director of regulatory enforcement on 1 January. He was previously co-head of the FSA’s wholesale group within the enforcement division.
Widely regarded for his expertise in insider trading and market manipulation, Conceicao was ranked in The Lawyer’s Hot 100 in 2005.
In particular, his team was responsible for fining FTSE100 oil giant Shell £17m for committing market abuse and breaching the listing rules, the biggest ever to be handed out by the FSA at the time.
Conceicao’s move to private practice follows the restructure of the FSA’s enforcement division, which saw Jamie Symington appointed alongside Conceicao as co-head of the wholesale group in February.
Prior to joining the FSA, Conceicao worked at the Department of Trade and Industry and the Ministry of Defence.
