Weil Gotshal & Manges has poached the head of the German Takeover commission together with a former Jones Day Reavis & Pogue partner to launch its Frankfurt office.
The office will be the firm's first in Germany, although it already has three bases in eastern Europe.
Banking regulatory expert Josef Tobien had a leading role within the commission during the Vodafone/Mannesmann takeover battle and is described by one leading banking lawyer in Frankfurt as "one of the best banking brains in the market".
Tobien also headed the office for new listings on both the Frankfurt Stock Exchange and the Neuer Markt.
Liza Kroeger has joined from Jones Day, where she has been heavily involved in infrastructure projects over the past year. She has been advising among others the Frankfurt Airport Authority and large US energy companies.
She has also been involved in a number of notable cross-border finance deals over the past few years. She says: "Cross-border finance transactions involving German companies require a particular mix of German and international legal skills. I know that many of the international investment banks active in Frankfurt are feeling the need for more of this capability."
A Clifford Chance Punder IPO lawyer describes Tobien as showing "great skills in dealing with all the competing interests of investment banks, advisers and issuers".
Tobien says: "Conditions in Germany's capital markets are evolving at an incredible pace. I am very much looking forward to using the experience I gained at the Frankfurt Stock Exchange."
Weil Gotshal promises strong growth for the office. Stephen Dannhauser, the firm's executive partner, says: "The firm is committed to building the substantial resources necessary to service the German market, just as it is doing in London."
