Tom Winsor v Railtrack. A fight over a £10m fine is due to arrive in court soon - although no one is quite sure when. Railtrack is taking the rail regulator Winsor to the HighCourt over his decision to fine the track and signalling giant and the UK's best-loved transport company for falling below its target for reducing train delays. Although Railtrack reduced the number of delays by 10 per cent last year, this is still below the target set by Winsor. Railtrack's CEO said that it is 'bizarre' that the penalty could lead to the 'largest fine in corporate history for an improvement of 10 per cent'.
