Lawyers for the families said that they intended to investigate Guardian reports of an army memo at the time that said: 'The minimum force necessary to achieve a restoration of law and order is to shoot selected ringleaders among the DVH [Derry's Young Hooligans, as Bogside rioters were called], after clear warnings have been given.' The memo also said that troops should use smaller bullets 'to enable ringleaders to be engaged with less lethal ammunition'. Peter Pringle and Philip Jacobsen, authors of a forthcoming book, suggest that one Bloody Sunday victim may have been shot with the smaller bullets.
