Context The article states "combined to ­attract Western businesses and legal ­advisers." Does this suppose that other regions and nationalities are not attracted to Dubai as well? Doesn't Dubai also want to be a regional hub and therefore attract regional business? What about the growing number of Malaysian law firms and professional service providers in Dubai?
