UK not England Yes, Scotland has it's own parliament and no the English should not be allowed to vote in that parliament. And, while the West Lothian question is a perfectly valid point - one that was brought up by a Scottish MP 30 years ago and which practically every Scot agrees with - the point is that it does not relate to the English parliament. MPs are members of the UK parliament and represent constituencies from across the entire UK - Scotland, Wales and Northern Ireland as well as England. Perhaps if the English recognised this we wouldn't have needed devolution in the first place.
