Policing internet harassment is easier said than done

Can you do anything? Can you do anything about online abuse or is it just a case of frustratedly watching weak, ineffectual people wringing their hands and thanking whatever they believe in that it's not their problem? The best advice I've had so far is to do a "Brave Sir Robin" and gallantly turn and flee. You have the anti-harassment laws, can any of you be arsed to enforce them?
