Have Pannone done their homework here? I would have thought there was sufficient knowledge across the sector to have recognised that this may not work. The concept is flawed by the overarching trend for legal practice consolidation not collective representation by an umbrella brand. Of course Jabbari is an expert in knowledge management and mergers though so perhaps there is a deeper strategy.
