I think what she meant was that when doing a GDL/CPE, there simply isn't as much time or emphasis placed on discussing law reform and the history/development of laws. More focus is put on learning the black-letter law. This is inevitable as spending 3 years studying a subject is going to provide a greater level of depth than studying a subject in 1 year!
