It is entirely rationale that the law should discourage people from breaking into others properties. Particularly if those properties are occupied. The change proposed simply furthers that objective. Potential burglars voluntarily assume the risk of injury when breaking into occupied premisis. The law is there to enforce a common moral code. If most people in the country believe that it is right to be able to use disproportionate force to defend their property (as suggested by the current opinion polls and picked up on by the politicians), then it is entirely right that the law should reflect that.
