As any fule kno, the key in these inquiries is the terms of reference. If too narrowly drawn, his hands are tied. He is unlikely to be able to complain about the terms of reference, at least publically. An interesting one to watch, but I tend to agree with Anon at 27-Mar-2012 5:19 pm.
