Still buts in Jackson’s costs rejig

I agree with Iain that the proposed new N260 is not great. It's just a time consuming extension of the current version and is not coversant with costs budgeting templates or new draft bill format. It is going to need some more work towards a consistent format before costs are going to be tranparent as per Jackson's vision
