It is clear that T&H's senior management have made a number of very poor decisions in their Saudi practice, including the folly of the Jeddah office. In retrospect, the biggest management failure was the removal of practice head Leroy Levy in late 2009 when there was no obvious replacement in the Firm. Levy had a number of years of Saudi experience and could deliver projects. It is hard to recall T&H being on the winning side of a bid in Saudi Arabia since then and they now appear as perennial bidders' counsel rather than project counsel. One wonders where those partners behind the ousting of Levy were when the Saudi practice needed partner-level support. Perhaps those partners should be the targets for redundancy rather than the foot-soldiers in the Riyadh office.
