The difference between us and the rest of the gulf is accountability. Yes it is frustrating when things take years to get approved. I recognize how that can harm our reputation. But I would much rather we have this than to leave all the important decisions to the chosen few. I would have thought this would also be the preference of the world dealing wi Kuwait. Clearly isn't so.
