SNR Denton signs up Hammonds' Hong Kong arm for local launch

Denton's closed its Asian offices in 2004, just as things we're starting to boom (following the late 90s Asian crisis). It kept only 3 lawyers of what must have been nearly 100 and let go all of the support staff. Then in 2008 they reopend Singapore (just in time for the global financial crisis). My question is - when did they make the strategic decision about Asia, in 2004 or now?
