Part of the problem is that by definition the internationals are having difficulties with the application of Bulgarian law in Bulgaria. They struggle with the alphabet, the language, let alone the laws and local traditions. It would be good to hear the point of view of people who are qualified in Bulgaria rather than see the whole issue through the economics of the problem.
