Scottish law agents undone over ABSs

Nothing is cast in stone for England and Wales or Scotland in respect of ABSs. Sometimes big changes that are forced through in the face of opposition result in u-turns - the Poll Tax for example. More recently two major parties are proposing to scrap Home Information Packs if they get elected. Surely ABSs can be put on hold for the time being pending further discussion and research.
