Lack of contracts fails to halt increase in law students

Is the problem the fact that more people are studying law or that the obligatory training contract simply acts as a barrier to well qualified and intelligent people from entering the legal profession? In other industries would a similar arrangement be considered to be a practice which reduces competition?
