Further education colleges and government agencies are risking court action because of ignorance of their legal duties towards students with disabilities and learning difficulties, according to Beachcroft Stanley's education unit.
The City firm has been commissioned to write a report, Duties and Powers, on the laws governing provision of further education to people with learning difficulties. The report will be published by the Further Education Funding Council
The firm said: "None of the authorities really understand who is responsible for what. As students become more aware of their rights, agencies are spending more time in court. The only people who benefit are lawyers."
