The answer to your question entirely depends on whether you have gained legal work experience, particularly mini-pupillages, during your first two years.
Do you have any work experience? If you do, (and it appears that is usually best to have several mini pupillages as well as placements with solicitor, on top of industry experience), then I don't see why applying in your 3rd year should pose much of a problem, especially if you are willing to pay for the BPTC yourself, or hoping for sponsorship and have good reason to justify why you should be getting sponsored.
It also depends on where you are applying, your grades, etc... it is a very wide question - but essentially I don't see any direct problem with applying in your 3rd year.
