Our Administrative Law, Property and Construction practice represents a domestic and international clientele originating both from the public and the private sectors.
Our areas of expertise include matters related to administrative law, such as urban planning, environment, public procurement and public-private partnerships, as well as energy and regulatory aspects. The other part of our activity deals with property and construction.
Our practice area has years of experience in relation to administrative-law-related matters, in particular urban planning and the environment. We work both for the national government, the municipal authorities and other public bodies and advise private sector clients in their dealings with the public sector. In particular, we provide assistance concerning the liability regime of the public sector and on all matters of interest for local government.
Furthermore, our practice area is regularly involved in public procurement procedures, which are increasingly complex and prone to judicial review. We advise both domestic and foreign bidders during such procedures and represent authorities or bidders in complaint proceedings and judicial review.
Since the Luxembourg government announced its interest in using public-private partnerships, we have produced a number of publications on this subject and are actively following developments in this sector.
With the increasing liberalisation of the public utilities and services, our practice has also developed specialised knowledge in the energy and telecommunications sectors.
Property and construction
Our practice assists a domestic and international institutional clientele in real-estate transactions, domestic development and construction projects. We have many years of experience in advising both landlords and tenants in relation to real estate.
We assist our clients in the purchase and sale of real-estate assets, including real-estate due diligence, negotiation and drafting of purchase agreements and other contractual documents. We have solid experience in all types of transactions, including complicated forward sale agreements, sale and lease-back arrangements and dismemberments of real-estate rights.
