MoFo hires two lawyers for DC office

San Francisco firm Morrison & Foerster (MoFo) is taking on two government lawyers to boost its Washington DC financial services practice.

Barbara Wellbery, who is counsel to the undersecretary for electronic commerce and head of the electronic commerce task force in the International Trade Administration, is joining the firm as a partner. At the same time Oliver Ireland, the associate general counsel for monetary and reserve bank affairs on the board of governors of the Federal Reserve, is joining as of counsel.

Wellbery was chief architect and negotiator on the US’s safe harbour privacy accord with the European Commission, and has been the US government’s lead negotiator on electronic commerce issues in international organisations. Ireland advised the Federal Reserve on issues relating to retail and wholesale finance and regulating financial institutions and markets. At MoFo he will advise on issues such as payment systems and privacy issues.
