On 15 April 2013, Working Together to Safeguard Children (2013) came into force. This document should be complied with unless exceptional circumstances arise. It replaces Working Together to Safeguard Children (2010); the Framework for the Assessment of Children in Need and their Families (2000); and statutory guidance on making arrangements to safeguard and promote the welfare of children under section 11 of the Children Act 2004 (2007).

This new statutory guidance comes as a result of recommendations made by Professor Munro in her review of child protection, which followed the death of Baby P. She found that excessive red tape was hindering social workers’ ability to focus on children’s needs. She recommended that the statutory guidance be streamlined. The new guidance condenses around 700 pages of guidance into 97 pages…
