Lovells Singapore wins major PPP projects

Lovells has targeted PPP work in South East Asia. The push is led by the firm’s Singapore office, which has scored instructions on the country’s two biggest projects.

Lovells Lee & Lee has been appointed by the National University of Singapore to advise on the development of a 6,200-bed student accommodation project under Singapore’s PPP framework.

It was also hired in 2005 to advise on the Singapore Stadium Sports Hub, the first major PPP project under the Ministry of Finance’s public-private finance initiative.

The firm’s role will include initial framework and regulatory advice and assisting in all aspects of the tender for a private partner.

Lovells Lee & Lee managing partner James Harris said: “This appointment confirms the firm’s position at the forefront of the growing PPP sector in Singapore and makes us well placed to pursue opportunities in proposed PPP programmes throughout the South East Asia region.”

Harris and consultant Amy Lee are working on the project with London-based partner Jason Radford. KPMG has been appointed as financial adviser and Mott MacDonald as technical adviser.
