Appeal by the applicant asylum seeker, a Tamil from northern Sri Lanka, against refusal of his appeal against denial of his application by the Immigration Appeals Tribunal. Leave to appeal had been refused by Mr Justice Popplewell but the Court of Appeal had granted him leave to renew his application and directed that the substantive hearing should take place in the Court of Appeal since it raised procedural issues of general contemporary importance.
