Joanna Bussell
Joanna Bussell specialises in public/private projects and in particular public sector outsourcing. She also advises both central and local government on a wide range of initiatives with particular regard to improving public sector service delivery through innovative work with public, private and voluntary sector partners.
Bussell advises on all aspects of the project including vires, procurement, corporate structures, risk management and key commercial issues.
She is widely acknowledged as one of the UK’s leading experts in relation to leisure and culture outsourcing projects. Described as the ‘best in the business’, she has particular expertise advising on the establishment of new ‘not-for-profit’ organisations to work in partnership with local authorities.
Bussell and her team are also at the forefront of the new ‘localism’ agenda working with local and regional public-sector bodies to deliver more efficient and effective services to local communities through joint working and shared services.
She is also a leading adviser on the ‘Business Improvement Districts’ (BID) initiative and was retained by the Office of Deputy Prime Minister to advise on the introduction of the scheme into the UK. She has recently advised Reading, Camden, Hammersmith and Ealing on BID projects.
Recent experience
- Cornwall council: Bussell is currently advising on the Heartlands Project, a regeneration scheme to transform a derelict mining site in Pool. The new site will include new parkland, gardens and culture and heritage facilities. The £35m scheme is supported by a £22m grant from the Big Lottery. She is advising on the establishment of the new delivery vehicle and structuring the ongoing arrangements between the local authority and key stakeholders
- Bournemouth borough council: Bussell advised on a flagship initiative for the council involving the creation of a new ‘not-for-profit’ organisation to work in partnership with the council to develop the cultural offering in Bournemouth
- Wakefield council: Bussell recently advised on the establishment of the Hepworth Wakefield, a charitable trust established to manage and operate the Hepworth Wakefield art. A new £35m state-of-the-art gallery is at the heart of the council strategy for the social and economic prosperity of the City
