Scotland’s APUC creates legal panel for education bodies across UK

The Advanced Procurement for Universities and Colleges (APUC), a procurement centre for Scotland’s 60 universities and colleges, has launched a legal services framework with DWF, Weightmans, Eversheds and Foot Anstey among those to win roles. 

APUC, which counts universities in St Andrews, Edinburgh, Glasgow and Aberdeen among its members, was asked by the UK University Purchasing Consortia (UKUPC) to create a legal services framework for the higher and further education sectors in Scotland, England and Wales.

”With spend in the tens of millions across the UK [this is] an area where it was felt collaborative procurement could make a positive impact in terms of better standards of service and value for money,” a spokesperson told The Lawyer. 

The framework, which went live earlier this month and will run until June 2016, is divided into 20 lots. There are five lots for each of four geographical regions: Scotland, Northern England and North Wales, Central and Eastern England, and South West England and South Wales.

Firms to have won roles on at least one of the lots (see below for full list) include Addleshaw Goddard , Anderson Strathern , Blake Lapthorn , Bond Dickinson, Brodies , Dundas & Wilson , DWF, Eversheds , Foot Anstey , Harper Macleod , Michelmores , Mills & Reeve , SGH Martineau and Weightmans . After the contract ends in June 2016 there is potential for a further 12 month extension.

“Contractors appointed to the Framework Agreement have been selected via an EU compliant procurement process,” added a spokesperson. “They [the firms] have been selected and ranked based on their ability to provide both high levels of expertise in the technical legal services typically required by the higher education and further education, and value for money. Quality/technical capability formed the highest portion of the selection criteria in all cases.”

The full framework comprises:

Addleshaw Goddard: England and Wales – general commercial, property and one-stop shop.
Anderson Stathern: Scotland – general commercial, property, people matters, charity and one-stop shop.
Blake Lapthorn: South West England and South Wales – people matters and charity.
Bond Dickinson: Northern England and North Wales – property, people matters, charity and one-stop shop; Central and Eastern England – property, people matters and one-stop shop;  South West England and South Wales – property, people matters, charity and one-stop shop.
Brodies: Scotland – people matters and charity.
Dundas & Wilson: Scotland – general commercial, people matters and one-stop shop.
Eversheds: Northern England and North Wales – general commercial, people matters, charity and one-stop shop; Central and Eastern England, South West England and South Wales – all lots.
Foot Anstey: South West England and South Wales – one-stop shop.
Harper Macleod: Scotland – charity.
Lindsays, Morton Fraser and FHE Consortium: Scotland – property and one-stop shop.
MacRoberts: Scotland – general commercial, people matters, property and one-stop shop.
Michelmores: Central and Eastern England and South West England and South Wales – general commercial and property.
Mills and Reeve: Northern England and North Wales – property, people matters, charity and one-stop shop; Central and Eastern England – people matters, charity and one-stop shop; South West England and South Wales – general commercial, property, people matters and charity.
SGH Martineau: Northern England and North Wales – general commercial, property, people matters and charity; Central and Eastern England – people matters and charity; South West England and South Wales – all lots but one-stop shop.
Shepherd and Wedderburn: Scotland – general commercial, property and charity.
Thorntons Law: all lots for Scotland.
Weightmans: all lots for Northern England and North Wales; Central and Eastern England.
