Council fears explosion risk

Bromsgrove District Council is heading for a High Court showdown in London with a man it accuses of creating the possibility of an explosion by work he has carried out on an old tip in Bromsgrove. The council is to seek court orders banning the man, identified as T O'Neill in the claim, from interfering with a clay cap, gas vent trench and gas venting pipes on the former landfill site. It alleges that the site went into Crown ownership after the liquidation of the former owner. It says O'Neill claims ownership of the site by adverse possession – commonly known as squatters rights' – or claims that the council sold him the site. The council says that it never owned the site and has not sold it to him.
