The new Cheshire West and Chester Council, one of nine unitary authorities launched on 1 April, has hired Simon Goacher to run its 50-strong legal team.
Goacher, who was head of legal and democratic services at Wirral Borough Council, starts the role next week.
The seven local authorities around Cheshire have been split into two ‘super councils’. The county and city councils have joined with Ellesmere Port and Neston and Vale Royal Borough Councils to create the Cheshire West and Chester unitary authority.
The Cheshire East authority appointed Chris Chapman from Ellesmere Port and Neston Borough Council to head its legal function.
Goacher said: “We want to create a service that matches the aspirations of the authority.”
Goacher has been at Wirral for seven years. He was previously a solicitor at Bath and North East Somerset Council.
