Unfortunately, that's not the way the story goes. Alternatively, it's because they've all just come back from their summer holidays with their kids and have forgotten all the law they ever learned, but are experts in building sandcastles. At the end of the conference they're going to symbolically demolish the castle, presumably not a reference to the failure of the German team to claim the automatic World Cup qualifying place (Tulkinghorn does not think he's being too presumptuous).
