In brief: The Government

The Government has greatly increased magistrates' powers in the Youth Court to lock up juveniles. This appears to have taken place without proper consultation. The maximum custodial term that the Youth Court will be able to impose has increased from 12 to 24 months. Paul Cavadino, director of policy for the National Association for the Care and Resettlement of Offenders, says: “It cannot be right for such a sweeping increase in magistrates' powers to be implemented inadvertently or by the backdoor.”
