It is unclear whether the general counsel is being appointed with a view to undertaking a new panel review for the watchdog.
According to the job specification, the new general counsel will “provide high-quality strategic, risk-based legal advice” to chief executive Cathryn Ross and Ofwat’s board and executive. The successful candidate will also “be at the heart of Ofwat’s key strategic workstreams, including opening up of markets, reform of licences, casework as well as the further evolution of our price controls”.
The general counsel will sit at the top of Ofwat’s legal structure and report directly to Ross. The role is advertised at senior civil servant pay band two, which attracts a salary of between £84,000 and £164,125, with the final salary expected to be around £120,000.
At present Huw Brooker is Ofwat’s legal director and runs the legal function, along with deputy directors Noel Beale and Sophie Shaw. All three roles will report to the general counsel under the new structure.
