The Human Rights Act 1998 will come into effect in England and Wales on 2 October 2000, the Home Office has announced. The Government had previously warned that implementation of the new act - which will incorporate the rights guaranteed by the European Convention on Human Rights into UK law - may be delayed until 2001 because courts would not be ready.
