| Helen Randall specialises in strategic partnerships
and PPPs and is an expert in EU procurement
regulations, including competitive dialogue.
In February she was an architect of Trowers &
Hamlins’ winning bid to join London’s first-ever
tri-borough legal panel, accompanying Mills & Reeve
and Sharpe Pritchard in advising the boroughs of
Newham, Tower Hamlets and Waltham Forest.
Groundbreaking for the private and public sector
sides of the equation, the deal offers joint working
arrangements, shared researchers, legal libraries and
meeting rooms, as well as joint training and seminars.
All parties have also given and received secondees.
Randall’s other recent projects include advising
Oldham Metropolitan Borough Council on a £1bn
strategic service delivery partnership; advising
Swindon Borough Council on an incremental
strategic service delivery partnership; and advising
the London Borough of Hounslow on a £50m,
10-year strategic partnership for the provision of
ICT equipment services.
Randall is chair of the New Local Government
Network think-tank and was a member of Sir Ian
Byatt’s procurement taskforce. |
