Terry Osborne was appointed borough solicitor in September 2000. She was just 32 years old. To snare the top job at a local authority legal service at such a tender age was remarkable.
Since taking the helm, Osborne has strengthened her team from 10 to 48 in just three years, with the purpose of bringing the majority of legal work in-house. Getting the right people in at any public sector organisation is always a challenge, but Osborne has managed to build a talented team that has had to cope with a broad range of situations, the breadth of which must be unimaginable to many lawyers working in the private sector.
Osborne's team has had to deal with two of the UK's most politically and emotionally sensitive issues - Wembley Stadium and the Climbié Inquiry. In addition, Osborne has managed NHS, private finance initiative and housing projects. When she started, 70 per cent of the council's legal work was outsourced; that figure has now dropped to around 5 per cent.
Osborne has also had to restructure the growing department, which integrated member services, electoral registration and committee services in 2002 - boosting her team numbers to 65. The Government's continued modernisation of local authorities and the daily life of one of London's busiest boroughs mean that Osborne will be kept busy well into 2004.
