Halliwell Landau has consolidated its PFI practice with a new dedicated PFI department and the hire of a sole practitioner as PFI head.
Andrew Willcock, who ran his own practice Willcocks, is joining Halliwells as a consultant and partner designate. As he was a sole practitioner, he will move his entire client base to Halliwells. His client base consists of six property and construction clients in the private sector. Before running his own firm, Willcock was a partner at Trowers & Hamlins and Davies Arnold Cooper.

Currently, there are no partners in the new group but Willcock will have three assistants devoted to PFI working for him. Halliwells' head of non-contentious construction Paul Rose said: "This is a significant appointment. We see PFI projects as an area of growth.
