South West firm Foot Anstey Solicitors has merged with Plymouth's Serpell Eaton Solicitors.
Ten-lawyer Serpell specialises in commercial property, private client and charity law.
Two Serpell partners, Caroline Mitchell and Nigel Coveney, will join Foot Anstey as partners, taking the firm's partnership count to 30.
Founding partner Greg Serpell will join Foot Anstey as a consultant, as will partner Greg Yates.
Foot Anstey managing partner Jane Lister said: "Both firms are committed to providing advice to businesses and individuals and to supporting the publicly funded legal aid system, so the merger has a natural synergy."
Foot Anstey has a turnover of £14.4m and the merger places it £1m nearer to the £22m turnover target it is chasing by 2010.
"We want to be the premier firm in the South West, and with the Legal Services Bill and Carter [reforms to the legal aid system], we think consolidation is the way forward," Lister added.
