Costa will coordinate the party's strategy for the next general election, while Víctor Gómez de la Cruz, the firm's managing partner, will take over Costa's role.
Costa first joined E&Y in 1990, but spent much of that decade in government. During this time he was minister for science and technology, as well as secretary of state for business and tourism.
E&Y Abogados is the tenth-largest firm in Spain with a turnover of 45.7m (£30.7m), growing by 1m (£671,700) this year. Rival law and accountancy practice KPMG beat it to the number nine spot, posting a revenue rise of more than 7m (£4.7m) to hit 46.6m (£31.3m).
