Also, will adequate advice be given to ensure that rents adequately cover lifecycle costs and represent tenant and landlord repairing responsibilities as defined in the leases? Experience at a number of PCTs indicate that charges to tenants have often not covered true costs or reflected the terms of leases with significant property costs borne by PCTs and not charged as such to tenants.
