The Queen’s Speech: legislative programme 2012–2013

The Government used the Queen’s Speech to start its ‘fight-back’ following poor local election results for both the Conservatives and Liberal Democrats. The speech put ‘economic growth, justice and constitutional reform’ at the centre of the Government’s agenda. In the debate which followed, Prime Minister David Cameron asserted that the Queen’s Speech was about “building a society that rewards people who work hard and do the right thing”. Opposition Leader Ed Miliband countered “This speech offers nothing. No change, no hope is the real message of this Queen’s Speech.”

The speech announced only 15 Bills and 4 draft Bills. The most awkward element is the esoteric issue of House of Lords reform, which sits uncomfortably with a stated concentration on the economy. It is seen as key by many Liberal Democrats in justifying their presence in the Coalition following the failure of the Alternative Vote referendum last May…
