A challenge is to be mounted in the House of Lords against an Appeal Court decision reversing a ruling by Sir Louis Blom-Cooper in June 1993 that Victoria Awua, who had been declared intentionally homeless under the 1985 Housing Act, was not intentionally homeless. Sir Louis quashed a homeless ruling by the London Borough of Brent by judicial review.
